Highlands Ranch sits at roughly 5,920 feet in Douglas County, and it's one of the most tightly governed residential communities in the state. Most of it was built between the 1980s and the 2000s, which means a lot of original builder-grade decks are now hitting the end of their service life at the same time. Replacing one here isn't just a construction question — it's a design-review question too.
Because Highlands Ranch is unincorporated, there's no city building department. Permits go through the Douglas County Building Division, and separately, the Highlands Ranch Community Association reviews exterior improvements against community design standards. Those are two different approvals on two different timelines, and running them in sequence instead of in parallel is what turns a spring project into an August one.
